Return an that isn't working after 90 days

I have contacted the seller and they are willing to refund my money on an item that stopped working after 90 days.  I see no option to start this refund.  Does the seller need to initiate the refund?

The eBay guarantee period is 30 days, so you generally can not open a return request after that.

The seller can issue a manual refund, if he wants to do that, if it was 90 days or less since you made your purchase.  After that, the seller has no access to the payment method to be able to issue a refund.
