You can't retract a feedback. You can ask the seller for a feedback revision form for the negative. This is an unfair feedback for tracking/shipping. The seller has no control over the speed of delivery. Your estimated date of delivery is just that--an estimate.
In regards to the neutral you left--did you first worry about getting your money back for the item? Feedback is not communication. If the Chinese seller is promising to make things right if you revise your feedback, don't do that. Open up a case of item not received through your purchase history. They will have 3 days to prove delivery to your address. If not ask eBay to step in on day 4.
