Request for help determining if this is a scam message

Hi,

I have not been able to get a live human being with eBay customer service on the phone today no matter how many times I tried.  I simply wanted to ask them if the eBay message below is legit. It arrived in my eBay messages.  It seems like a scam to me but I wanted to report it to eBay customer service to make certain it is a scam and maybe they can delete the eBay account that this message was sent from..... Below is the message.... Do you agree it is a scam?

It is a scam.

The site the link points to was registered two days ago in Kuala Lumpur and has nothing to do with eBay.
