How do I chose to view items only in Europe or more specifically a specific country??

You are currently signed in to the US ebay.com site.

To see EU options when searching, sign in to an EU site such as ebay.ie.

I see you are from Ireland ... as @eburtonlab  mentioned this is the US domain so you will need the UK domain for Europe.  You can also use the "Advanced" link to the right of the eBay Search window to further refine your Search results using the filters they provide.
