If I want to send a refund to a buyer, will ebay refund their cut?

I listed an item as used, and I stated in my description that "It appears to be complete, with no parts removed." and "Unknown condition."

I didn't pay attention to ebays automatic description that said "fully functional"

The buyer left negative feedback.

The purchase price was $51.00  I only got $30.00.

If I want to refund the buyer, will ebay refund will their cut?

Yes, as long as you refund against the order, eBay will refund a proportional amount - use the 'send refund' function on your list of sold orders.
