Over a month ago a person requested a return and despite being refunded the item was never returned, no contact from buyer, and what sucks is that it was nearly $300 worth.

You are not supposed to issue a refund until AFTER you have received the returned item.
If Ebay had to step in and refund the buyer instead of you refunding, then the buyer is not required to return the item.

When a Returns Request is filed, you do not refund until you get your item back.
This is how a Returns Request works:
Go to My ebay > Purchase History and select RETURN THIS ITEM. For the reason, select
Not as Described. The seller will have 3 days to reply. If no reply, then click the link to Ask
ebay to step in. If the seller accepts the return, he is responsible for supplying a prepaid
shipping label. Print out the label, affix it to the box, and make sure the carrier scans the
label. Once tracking shows DELIVERED back to the seller, he has 2 days to refund you. If
no refund, go back to the case and click Ask ebay to step in, to force the refund.
