Refund

Seller is telling me that they will give me a partial refund for an item I purchased if I cancel my return should I do think I’m unsure if I will actually get the money is it safe

Tell him you will not close the return and that he should offer the partial refund through the return. If the amount is acceptable, you accept it through the return. If not, he can only accept the return and issue the return label.
