Refund rejected because states was shipped and never was

I requested refund right after I purchased an item, got emailed back stating it was shipped. I can celled within a minute after I purchased because the system automatically selected wrong address. I repurchased the item with the correct address thinking I'd get my refund for the first one but stated it was shipped although order details even shows that item was only paid for. I can't get through to eBay on phone because states to go eBay help but I'm not getting through since refund was rejected due to seller lying about it being shipped which never was, the order still to this date shows it was only paid and I never received my refund even after contacting the seller. I'm so disgusted.

Buyers can only REQUEST to cancel, but only the seller can file a cancellation.  Have you used the CONTACT SELLER link to notify the seller that you have made a second purchase with the correct SHIP TO address, and you need the first purchase cancelled?

I did contact them to cancel and that I bought another with correct address and got reply back that it was rejected due to it being shipped which the order still shows that it was only paid and not shipped. Due to this reason I can't even get ahold of eBay customer service. I tried but keeps looping through telling me to contact seller which I've done and not getting refunded because they stated it was shipped.

Go to your Purchase History and locate the purchased item.  What is the last estimated delivery date?  You have up to 30 days past that date in order to file an Item Not Received case, to get your money back.

If it is past the 30 day limit, you will need to log into Paypal and file an
Item Not Received case there, if that is how you paid, as they allow up to 180 days from date of purchase to file, to get your money back.

If you paid with a credit card, file a charge back with your credit card issuer.
