Send your buyer a cheerful message noting the delivery, and ask if they still want the item. If not, you will send a return label, if yes, how would they like to repay the refund you sent. Many buyers think eBay paid for the refund, so you want to let them know that you paid for it, but gently.
If they want to return the item you can create a label at pirateship.com, and print it to a jpeg file. You can send the jpeg in an eBay message.
If they want to pay, you and the buyer can decide how - you can send a paypal invoice (you need their email address), they can send you the money with venmo or zelle (they need your email or cell), or they can send a paper check.
eBay can not force the buyer to repay the refund, but most people are honest and will either return or pay for the item.
