I purchased a comic from Italy where the seller sent me a low grade copy that was not the comic shown in the listing. I returned it as “not as described” and paid $30 to ship it back. The seller only refunded me for the cost of the comic and the original shipping. I am trying to recover the return shipping but am being told from both sites (eBay.com and eBay.it) to contact the other. Who do I contact for assistance with this?

Thanks for the link. I actually got an associate in the US. They were extremely helpful. Here is what I learned:
If you return an item "not as described" you are owed the cost of the return shipping. However, if the seller doesn't send you a label then you have two choices; you can tell the seller how much the return label will cost and have them send the funds to you PayPal account (I thought this was a no-no but the associate said after the sale it is OK). If the seller won't send you the funds, you need to wait the three day period the seller has to comply and then ask eBay to step in. They will get the funds for you. Not knowing this, I didn't wait and bought a label off eBay and told the seller to refund it (which they refused). So, I was out 30 euro but eBay was nice enough to send me a $25 coupon to make up for it.
The associate said that the instructions sent to me by eBay were not clear and didn't suggest the PayPal option or the 3 day wait. Hopefully they will correct this.
