Refund for a shipping label

Hi, I am trying to refund the cost of the shipping label to a buyer. He bid on an item for a dollar amount & messaged that he wanted it for that amount & free shipping.  I didn't see the message until I accepted the bid.  He paid for  the item and shipping and messaged me for a refund for the label. I've googled it but can not find an updated answer to this question as Ebay has changed their format for this request.

Keep in mind for future best offer negotiations the offer is for the item price ONLY.  The shipping stays the same stated on the listing.   If you wish to agree to "free shipping"  then you have to counter offer with a lower price.
