My package never arrived, I contacted eBay and seller they stated packaged arrived, refund denied, PayPal denied, I appealed with eBay, You were agreed to give me a refund because item was missed , no refunded received yet because they stated I open a double disputed with PayPal and them so they closed my case.

If tracking shows the item was delivered to your city ... that is considered 'legal proof of delivery', and it is not possible to get a refund. The only exception is if you can get a written statement from the shipping company that the package had a different name and address than yours on it.
If you open a dispute with eBay and PayPal at the same time ... eBay will close your case with them. [It's okay to open a PayPal dispute after losing an eBay dispute ... but if you do it at the same time it looks like 'cheating'.]
It looks like you went back to eBay after losing both an eBay and PayPal dispute ... so the above wouldn't apply.
