My buyer feedback is 100% over the years. I purchased a dress for $49.91. I received an envelope in my locked mailbox from USPS that was ripped opened and hence no dress. This has never happened to me before. The seller told me that the dress had a certain weight to it and as far as they’re concerned, I received it. However, there was an empty envelope in my locked mailbox and I appealed to eBay to step in. Big mistake. EBay has stepped in and instructed me to go to the NYPD police to file an incident report. My ex-husband is a retired NYPD cop and he thought this was absolutely ridiculous. I will, however, go to the United States Post office near me in person and file a claim for a tampered package. With that said, eBay will not cover the buyer protection without a report from the NYPD police precinct. What I should’ve done in retrospect was to return the empty envelope to the seller but I didn’t do that. Now it’s too late for that because now it’s escalated to a resolution level.
Question; Why would EBay require me to file an incident report with the local NYPD police? What is the crime that I am reporting? Thank you.

That is just Ebay's standard reply when someone reports not receiving an item but Ebay shows the package was delivered.
You say it's "escalated to a resolution level". Did you file a Return Request?
