ebayer hmiharmic decided he did not want to complete his payment on (2) of my items. After 2 weeks of promise to pay he then emails me that he only wanted 1. He had asked for a combined shipping a few days prior which I provided. I could not separate them after combining (tried bu ebay would not allow) and informed buyer as such. He replied "ok, thanks"? I filed a non payment through the resolution center and received my selling fees back today after no reply from buyer. I wanted to leave appropriate feedback to warn future buyers of his antics but cannot. He has done the same in the past (checked his feedback after the fact-66% with a couple positives with a negative note). I have 2 questions:
1. why can't I leave feedback that he deserves?
2. Why doesn't ebay take care of people that obviously do not abide by the rules?

Sellers cannot leave negative feedback for buyers. There is no need to "warn" other sellers. When you filed a closed the Unpaid Item Dispute, the buyer received an Unpaid Item Strike on their account. Most sellers have their buyer requirements set to block bidders/buyers with 2 or more strikes. When a buyer gets too many strikes, Ebay will restrict their bidding/buying activity.
Place the buyer on your Blocked Bidder List:

Go to your Buyer Requirements, and choose to block buyers with 2 or more strikes on their account.
