The buyer never send me the item back

Hi everybody, I have near to 2 years selling on eBay, all was perfect until a buyer feedback bad, he said the item doesn't work, it is master control windows to 03 Chevy TrailBlazer, I did accept the return, because it had guarantee for 14 days, it worked  and was tested,  the buyer never contacted me first, only feedback bad and NEVER SEND ME THE ITEM BACK, only he did a first step get a track number , but never send me it.

My question is how I can do about it, I can't take the money because is hold for paypal??? And the option to report a buyer, there's no my situation.

What can you do about what? Have you contacted the buyer to see if you can assist them?
