How does a buyer get 15 beside their name if they never had any feedback ?

Are you referring to the number in parentheses following their user name, such as User (15) or user15 ?

If you are looking at the feedback number in parentheses, you can click on that number to see the user's feedback page and see what feedback was actually received, and if it was for buying or selling. You can read individual comments and see if any of the feedback was recent.
