So eBay has refunded the buyer while i have never received my product, i want to know who's at fault here ?

If the buyer opened a return and you did not respond within the allowed time, eBay can choose to issue a refund and let the buyer keep/dispose of the item.
If the buyer opened a return and you clicked refund, then the buyer was told they did not need to return the item - you don't refund until returned when you want the item back.
If neither of these, can you provide some details?

Well i did provide the buyer a EBAY return label, the package was picked up but i never received, so now ebay has decided to issue full refund the buyer but the tracking number shows the item is not delivered to me.
so who's at fault here?

I’m guessing it is related to the Canada Post strike. Is there ant reason to think it will not eventually get delivered?
I’ve never had an item tied up in a carrier strike. Have you tried contacting ebay.ca customer service?

No, it's with USPS, but here is my concern, the buyer messaged me before shipping to make sure the item doesn't get damage during shipping, so i made a nice package, took pictures, bought insurance 800$, added signature at the delivery, He received the packaged, signed for it, then claimed the item is damage but without providing any kind of proof. So, i asked to send it back if he wasn't happy, he opened a return, i paid another 200 for return shipping and now for some reason the package is with USPS since December 18 and no movement since then. So, the buyer escalated the case to ebay and he simply got full refund. Now i have lost my item, paid around 450$ shipping and he got full refund. What is annoying me, he didn't even give me the chance to open a claim with UPS if this package was indeed damage. This has never happened to me before, don't know what to do, but i looked into buyer's feedback, it seems like he had few similar issues with few other sellers as well. Example, the feedback he left for other sellers, ''received damage item but seller made it right.

If the return is usps and the return is to Canada, then it is tied up with the postal strike. I think usps just started accepting new packages to Canada last week. I assume packages from the previous weeks had been held and are now being released for delivery to Canada. This will also mean that inbound customs will also be backlogged.
Have you tracked your package at usps.com, and asked for email or text updates? That would be the first step. You can file a missing package report, but I assume they are going to tell you to wait x days or weeks until the backlog is cleared.
I’m sorry that the buyer was not helpful in filing a claim. Unfortunately, there is no way for eBay to force their cooperation.
Have you asked CS why they decided to refund before you had received the return? I don’t think you can appeal while the item still shows in transit, but there is a 30 day appeal window. If the package doesn’t arrive before then, I would open an appeal, just to get it on the record.

Thank you, the package is with USPS and it's also going to a US location, there is no Canada post involved, Ebay wouldn't allow me to appeal the case but i had to call CS and they manage to open an appeal, so lets see.
