This is the first time that I've used eBay gift cards and generally use Apple gift cards. With the Apple cards the entire redemption code must be known in order to utilize the card. Is that the same condition with an eBay card? Someone knew the last four digits on one card and a couple of digits on another card and unfortunately both cards are net zero. How is this possible? Isn't this a flaw with their card security?

Revealing any gift card digits is a mistake; it is very easy to reveal much more than you intend.
For instance, if you shared a photograph of a gift card with the last four digits exposed and other digits concealed, any money on the card can be spent by anyone seeing the image, as the first nine digits also appear on the bottom of the card.
Anyone you do not know asking you to reveal any gift card digits should be treated as a thief that is trying to steal from you.
Gift cards are used by entering the redemption code into the field on the checkout page on ebay.com, not by sharing images or digits via email or text.
