I purchased 3 pairs of Crocs for my son for school . I was given a tracking number for all three items 1 tracking number.. I received the package with that tracking number from my local post office opened it and there were only two pairs of Crocs in it so I went to my local post office to see if perhaps they had forgotten to deliver another package and they said no that it was scan at my house that was the only package that was delivered I messaged the seller to let them know I only received two of the three Crocs they post the same tracking number so eBay dismisses it and says that they reposted a tracking number I have to wait certain amount of days I wait and I ask eBay to step in because it's the same tracking number as the first one and there were only two of the three Crocs that were delivered they made the decision that the account was closed because they provided a tracking number and it was delivered to my address so I appeal that and let them know that there were missing items in the package I only received two of the three literally they get back to me within an hour and tell me that it's been closed and they I will not be getting a refund or a replacement because the seller did what they needed to do as far as providing a tracking number and it was delivered so you're telling me that anybody on eBay can just stick three of the five items you ordered give one tracking number and you will not get a refund because they provided you with the tracking number and some of your items were in the bag even though not all of them were I just need help on what to do I'm a single mom of six kids I ordered my kids Crocs and stuff on eBay because it was cheaper more affordable and it's been more than a month already since I order them since I have to shop early for school stuff

You filed an Item Not Received case. That is the wrong case to file. You need to file an Item Not as Described case.
The easiest way is to go to your Purchase history, locate the item. You have 30 days from date of receipt. Click on RETURN THIS ITEM because it is Not as Described. You will need to click on MORE to see that option. The seller will need to provide a prepaid shipping label for its return. You print out the label, affix it to the box, and have the counter clerk scan the label. When tracking shows DELIVERED back to the seller, the seller needs to refund you within 2 days. If no refund, go back to the case and click Ask ebay to step in, to force the refund.
If the seller has a no returns policy, ebay's Money Back Guarantee trumps the seller's No Returns policy if the item never arrives, or it is Not as Described. The No Returns policy is only good for buyer's remorse: changed mind, didn't like it, doesn't fit, found it cheaper elsewhere. For those reasons, the seller can decline a return.
