 This user scammed me out of $130  - 

I bought something from him, paying with paypal.I haven't received anything for 4 months now and he doesn't respond to my messages.eBay can't help me because it's been 90 days.I am asking for help to get my money back and to prevent further scamsPlease help me!

EBay  Money back guarantee is 30 days from the last estimated delivery data for not received items.

 PayPal allows 180 days from the date of purchase for a not received item so you can go file a case there.
