Promotions not appearing anywhere in store page or listings?

I recently decided to add a shipping charge to all of my items in order to maximize profits, but I added a free shipping on orders over $15.00 in my video game section and $10 or more on my CD category.

I remember, at one point, that the promotions would appear on an item page or at least when someone clicks on a store's page. Is that no longer the case? I found the link below showing how I thought it was done, but I can't get it to appear on any of my listings. Any suggestions?

Also, in regards to free shipping. I have things set to where there's free shipping on orders over $15.00. Do I need to make the listings have free shipping by choosing that as an option or is there another way to make items over $15.00 appear with free shipping using the discount?
