Make sure your username is all lowercase. If you use uppercase letters when signing in, eBay will not recognize the account.

thanks, found out that it now takes an email address but not a user name.  It used to take the user name 🙂

I was having the same problem since yesterday. On the login screen, when I enter my User Name and click Continue, It comes up with "We couldn't find this eBay account."  I copy and paste my user name from a saved list of logins and had it as InfoAndy. Been a member for over 13 years and never had an issue with using InfoAndy until yesterday. I had to use my email address to login which worked fine. Thanks for your post. Now if I enter my user name in all lower case letters, I can login normally. Why does eBay make these changes and does not inform their users? Not the first time.

Most likely it was not an intentional change, but the result of a page being redesigned. Perhaps the ability to accept upper case characters in a username was allowed in the past but was never part of the official specification of the page and was not included in the update.
