I have a person who has not returned my sports card in over 3 weeks and I do not seem to find a way to contact eBay support with that question.

If there is an open claim on it, you are getting close to it timing out because the buyer is being non responsive. Hopefully you have not refunded your buyer yet until you actually have the product back.
