I can’t send an invoice to a buyer from peurto Rico. When I attempt to, a pop up comes up saying I can’t because it’s an International sale.

Why are you sending an invoice to the buyer? I stopped years ago when I discovered that ebay sends out an invoice/message to the buyer.
I went to 2 of your sold listings, clicked to see shipping details, and when I selected Puerto Rico, I was shown the shipping cost via USPS Ground Advantage.

Many sales to Puerto Rico now will go through the eBay International Shipping program (though if you offer other shipping methods that are eligible, I believe your buyer will get to choose), which would prevent you from sending an invoice. I echo @disneyshopper 's question about why you're sending an invoice, as it's rarely necessary. Generally speaking, if they haven't paid, just cancel when you can for non-payment, or set up your settings to do it automatically, but don't pester your buyers and definitely don't send invoices for that reason as it resets the timeframe for cancelling the order due to non-payment.
