When I am making an offer, why does eBay penalize a member since 2005, by not letting me use my rewards points to pay for that item.

That makes no sense. Who are you anyway? Penalizing your customers for credits they earned. Not a good policy. I don't understand the big deal. It is a big deal to me. Makes me look for other alternatives. What an assenine policy. I earned that money...

Not every payment method is available for every situation; it has nothing to do with being penalized.
If a seller requires a payment method in order for a user to make an offer, then eBay will place a reversible payment hold for the total amount on whichever method is chosen. If a payment method such as "rewards points" or PayPal credit does not support a reversible payment hold, no users will be able to use that particular payment method to make an offer to that seller, no matter how long they have been members.

Do you mean to to tell me that sellers on eBay have the choice to choose whether they want to accept offers from reward points or not? I don't think so. So the problem is eBay policy like I said to begin with. So my question still remains, Why would you have this policy to punish your good customers??? And yes it is punishing your good customers. It costs you nothing to change that policy. It gains you respect from your best customers, and creates more sales, buyer and seller are happy. I know it stops me from buying. Reversible Payment Hold? Hahaha Stop the nonsense...Treat your customers Right! Respond Please

1. Sellers can choose whether to require those making offers and/or bids (2 different options) to pre-authorize payments so they don't get non-payers. They do NOT choose the particulars of what is and isn't accepted payment/pre-authorization. eBay does that.
2. Only some payment sources are available to pre-authorize payment.
The option for auction bids is still in the testing phase, and one of those tests is (or at least was) to give the winner 1 hour to pay manually through Checkout, overriding his/her pre-authorization choice. This mainly allows for situations where the preferred choice of payment is not available for pre-authorization. I don't think they have applied it to offers yet (the program for those was made permanent last Fall, ending the testing, but they could still change it), but read the fine print on the offer confirmation page and you might see language about the time the pre-authorized source will be charged.
