When I try to pay with my Paypal account it gets stuck in an endless loop of "Continue to review" and never let's me check out. this has been happening for over a month now. What's up, I'm on Windows 10.

This was a known issue that eBay states if now resolved. See this post from the Technical Issues board:
After trying the toubleshooting tips, if you are still experiencing the issue you should contact support to let them know:
At the link below, you can request a call back from eBay by clicking Have us call you on the left side of the page. If you don't see that option, click Chat with our automated assistant. Then type "agent" at the bottom in the chat box. You'll see an option to request a call back there.

If you are still encountering this problem, try signing into PayPal directly in another browser tab.
Or else try using a private or incognito browser window to check out and pay.
If that works better, try clearing cache and PayPal cookies in the original browser.
Or else try completing your purchase using the eBay app.
