I bought an item (not on EBay) and discovered the entity I purchased from was fraudulent. I made a claim with my credit card company and the credit card company decided in my favor and I was reimbursed. PayPal reimbursed my credit card company when I made the claim (which did actually occur). Then PayPal said they reimbursed my credit card company a second time when my credit card company decided in my favor on my complaint. PayPal then made my PayPal account balance negative for the cost of the item stating I needed to deposit funds into my account to bring my account balance back to zero. The problem is neither my credit card company or myself ever received this alleged second reimbursement from PayPal. I discussed this with PayPal on many occasions. They asked for a 3 way call with my credit card company so they could determine if what I stated was true or not. The credit card company verified a second refund never occurred. This did not satisfy PayPal like they said it would. Instead they asked for my credit card statement for the time period in question. I supplied them with my credit card statement which clearly showed there was never a second refund received. After some time went by, I made 2 claims with the PIP (Parcel Insurance Plan) when two of my orders were not received by the buyers and I had to refund my buyers and make claims with PIP to get my funds back. After the funds went into my PayPal account, PayPal closed my account on me. Therefore I was never allowed to actually receive my funds from the PIP claims. When I brought this up with PayPal, I was told my account was still negative from the alleged second reimbursement (which never actually occurred) and that PayPal was in their right to keep my funds from the PIP claims. To me this is simply stealing. PayPal stole my money from the two PIP claims.
At this point I am over that whole situation although I know it isn’t right what PayPal did. Has this annoyance happened to anyone else?
The current problem now is when PIP reimburses you from a claim, it MUST go into a PayPal account. There is no other option to receive reimbursement of claims from them. Well this is BULL. My only option now is to use my wife’s PayPal account because like I mentioned earlier, PayPal closed my account on me when they stole my money from the two PIP claims that were already approved. The difficulty is I do not know how to put my wife’s PayPal account in the EBay system where my PayPal account used to be so I can receive the funds from future approved claims from PIP. Does anyone know the process of installing a PayPal account into the EBay system? Naturally the EBay representative are of no help in this matter. Thank you in advance for your help.
It is EXTREMELY unfortunate that the only method of receiving reimbursements from PIP claims is through PayPal as I am forced to utilize PayPal knowing full well at this point that they themselves are criminals. The only other option is to stop selling on EBay. Believe me, if I knew a better way to sell cards to a worldwide audience, I would get rid of EBay in a heartbeat as they themselves are not the easiest to deal with and it is quite expensive.

WOW, that is a mess. Sorry that PayPal kept your refund from PIP.
I would suggest just using USPS insurance instead. You can select it as an option when buying your shipping label. If you don't see it because of the new PIP pop up I would recommend buying your shipping
from Pirateship.com. They charge the same or better prices as eBay.
The only label USPS you CAN'T buy from Pirateship is the eBay standard envelope shipping.

eBay has not owned PayPal for many years and no longer allows them to be a payment processor for them. This is why you can only connect a checking account to your eBay account for a payout. It is not possible to connect a PayPal account to eBay for any payouts.

FYI....I believe that this was for a eBay Standard Envelope Insurance PIP claim. They send the insurance payout to a buyers PayPal account. That's the ONLY way to get the insurance $.
I did confuse the Shipcover insurance Pop up for other USPS shipping with PIP in my first reply.
