If I give a Partial refund to a buyer can I get a partial credit from Ebay for my fees?

Only under special circumstances.   Like if they bought several things and didn't wait for a combined shipping invoice before paying, then CS might give a partial refund of fees - if you refunded them for overpayment of shipping.   I've done it in the past.   Otherwise, if it's because something was wrong with their item then no, they won't.
