Part missing from order

I got an item yesterday and part of it is missing.  I reached out to the seller 13 hours ago and she hasn't responded yet

How long should I give her to respond?  Also, she doesn't accept returns but I can't use the item without the piece that's missing.

Open a Return Request for an ITEM NOT AS DESCRIBED, missing part.  This overrides no-returns.  Seller will pay for the return, if he wants it back, and/or refund. If no response by the fourth day, go back and ask ebay to step in. Do not close or let the case expire without doing this, if not resolved.
