Certain pages have been stalling and failing to load for 5 days now. No links are operable and clearing the cache, clearing cookies does nothing. No other website is displaying this behavior. I cannot fill orders. I search for answers and am only presented with information that is 3, 4, 6, 10 years old.
Why has the site been inoperable for 5 days now?

What browser are you using? Latest version?
Any difference if you try another browser or if you disable add-ons?

I'm using Chrome. It is not the browser. No problems with any other website. The only add-on I have is a password manager.
Cannot fill orders.

Why try it on another browser? I'm not changing browsers just because eBay can't code properly. It is happening again after cleaning cookies out. I cleaned cookies 4 days ago, and it has started again. Do I have to constantly clean cookies to have functionality??

Why try it on another browser?
To see if it makes a difference. If not, there is little point in trying different browser settings.
Try the easy things first, rule out some common issues, then try the harder things.
If manually erasing cookies helped last time, try a private or incognito browser window.
Try changes that can be easily reversed before you start making changes that cannot be undone, like deleting things or messing with your settings. That way you do not inadvertently make things worse.

It happens in eBay. I have no problem with pages loading here in Community. Unresponsive pages are taking longer to load than previously. Is this a way scammers take over yourYes, when I'm done account?

There are many browser-specific things that could still be causing the issue, even if it's only happening in one website. Clearing your cache and cookies would be a good step if you don't want to switch browsers for some reason ( @eburtonlab is not asking you to switch permanently, only as a troubleshooting step).

I have cleared cookies.
I have cleared cache.
I have checked updates, all up-to-date
I have restarted.
I have signed out and back in again (Multiple times)
I have changed passwords (twice)
Sick and tired of searching for info only to uncover eBay help pages 5, 10, 15, even 20 years old. Even more sick and tired eBay has no further guidance on this issue. (I am not the only one experiencing this.)
I am not an IT specialist. I have done all I care to do.
