If the package was returned to you without being delivered to the Buyer or they refused the shipment then the Buyer loses their protection under the eBay Money Back Guarantee.
You can Refund the item cost to them but not the shipping they paid. Were you charged the return shipping cost as well?
If they still want it they can update their address and purchase it again from you.

If the package was returned to you, wait for your buyer to contact you.
I would not resend that package. If the buyer is interested in it, you should relist it and let them purchase with their proper address.
Befire you refund the buyer, you can deduct any of your expenses. The buyer gives up their buyer protection when an item is not claimed. Wait for the buyer to contact you. It’s their money.
