Offer from international buyer

I'm a USA seller. I got an offer from a buyer that I would like to accept however I noticed that they are from England.  Normally I do not have international shipping enabled on my account.   So even though I am excluding all 219 countries I get this offer.   However, I noticed under my account that I guess ebay has recently created an international shipping program that they have automatically opted me into. This new program seems like low risk as I apparently ship to some domestic hub and then ebay takes the responsibility from there to mail it the rest of the way.  But within my offer it does not list the shipping location as a hub it lists a postal code for England in the UK.  Im worried about clicking the accept offer button and then get stuck with additional fees and complications from something that my account should be excluding.  I wish the offer summary from Ebay said something about where its going but that I would be shipping to the Ebay hub.  so at this point I dont know if I am responsible for the rest of the export regulations, customs, and fees.

 

1.  is it possible for international buyers to send a "make an offer" to a seller that does not allow international shipping?

2. Is there any risk of additional fees if I accept this offer?

3. for anyone who as actually done this ebay hub thing, does it list the hub address to you at some point when you accept an offer? 

4. is it normal that this offer is not mentioning the ebay hub?  I sure would feel better clicking accept if it did.
