Notifications to send buyer an offer.

For years now on my listings I have for sale I will get an option to send a buyer an offer. I have always thought this is because they looked at my listing or put it on their watch list. I have 2 ebay accounts. On one of these accounts I continue on a daily basis to have this option show up on many of my listings. On the other account I rarely do the last couple of weeks. What changed? Did I accidentally change a setting?

The listing must have at least one watcher for this to show up. My experience has also been that you can do this only once a month per listing.
