Through the browser is there a way to set up an email notification every time an item is listed that has key words in the listing? For example every time a listing using the words "corvette"+"windshield" comes up can I be notified with a link to the listing?

You can set up your search using a browser. On the search results page, even if there are no results found, you can use the "Save this search" link to add the search to your saved searches page. If you use the email alert option, once per day you should receive an email if any items matching your search criteria are listed.
There are also third party options if you want to search more often than once per day. Google automated searches eBay for some possible options.
