If someone bids on a bunch of items and the tells you they can not pay for 2 weeks do I need to hold that for them

You do not.   You can cancel as not paid after 4 full days have passed. 

He should have asked if you were willing to wait before bidding.

If you decide you want to wait the 2 weeks in order for the buyer to pay, you can change the number of days before you can file the cancellation:
