My question is if I cancel the sale of a non paying bidder, will this prevent him from trying to send payment after I cancel the sale, and offer the items to the next highest bidders, and will it prevent him from leaving feedback. I have items that were bid on and won by 1 person. Invoices were sent and on with a message asking if they still wanted items with no rely for the last 5 days. I looked at his feedback, and it looks like he also bought something after my items, but paid for it.

If the buyer has not paid by day 4, on day 5 the seller can file a Cancellation with the reason Buyer didn't pay. The seller gets his/her FVF credited, the buyer gets an unpaid strike recorded on his account, no one can leave feedback. Two or more unpaid strikes, and the buyer will find it difficult to bid/buy from sellers who block buyers with 2 or more unpaid strikes. Do you have your Buyer Blocks in place?

Yes. It will cancel the transaction and no payment can be made after that. It will also prevent both parties from leaving feedback (seller can't leave negative feedback anyway, and it is a violation to leave positive feedback with a negative comment like too many sellers do instead of the cancellation for non-payment).
Don't send reminder invoices. Theoretically sending one without changing the amount (e.g. revising shipping fees) should not affect the 4 calendar days you have to wait to cancel for non-payment, but other sellers have reported that the 4 days restarts when you send any invoice.
