I purchased an item for $78 and never received it. While waiting to hear from eBay, I also contacted PayPal as I thought I should do. The seller will not return my any of my messages.Because I did this eBay closed my case. PayPal says that it was delivered so they will not refund me and eBay will not reopen the case. it was delivered to someplace in my city, but not to my home. How do I reopen the case so I can get my refund?

You can not reopen the case through eBay - once you go to a payment processor they can no longer help.
You need to get something in writing from the carrier that the package was not addressed to you - you don't need to know where it was addressed, just that it was not to you. With this documentation, you can appeal the PayPal decision. Or if you funded your purchase through a credit card, you can go to your card issuer and open a dispute.

Thank you. This sucks. It had my name on it but the wrong address, but I don't know how to get that information.

You need to contact the carrier. Explain that a package addressed to you was delivered to the wrong address and you are trying to tracking it down. They will probably tell you that the package did not have your correct address. Ask them to send you an email confirming this information.
If the carrier was ups or fedex, you can do an online chat - then you only need to screen print the chat to have documentation.

I contacted them first and all they can do is tell me that it was delivered and that there was a problem with the labeling. I couldn't get a picture and they wouldn't do anything else. I mentioned it to both Ebay and PayPal. Neither recognized it as the problem.

Also, how will that help now when both places have closed the case and I can't add anything more to it? Just asking. Appreciate the feed though.

You can call PayPal and tell them you have more information and want to appeal their decision. If they refuse, then you call your credit card issuer and open a dispute through them. But PayPal should not refuse to hear an appeal.
