Can a buyer leave a negative for cancelled orders. Technically no transaction took place. Buyer paid on Friday the 14th.  Then proceeded to ask me very rudely why 4 days later he had no tracking.  I told him I didn't get it out due to the weekend. 

Then I ran out of bubble wrap. All in all, I told the buyer I did not feel comfortable and cancelled the order, then he left me a negative.  Can they do this for a transaction that wasn't completed?

Depends on why it was cancelled.  I only see an old negative on your account, so was it already removed?

If the buyer paid, a transaction DID happen.  What reason did you select for the reason for the Cancellation?

What is your handling time?  A politer response was really in order.  You cancelled for a lousy reason.  Your buyer asked you a simple question but you didn't like it.  Put yourself in their place.  Would you have asked?
