So I am seeing that I cannot leave negative feedback for a deadbeat bidder who emailed me that he is not going to pay for an item. When did this change? And why is there no repercussion to deadbeat bidders?

And why is there no repercussion to deadbeat bidders?
Sellers can preemptively block users with two or more unpaid item strikes in the last year by setting Buyer Requirements correctly.
Of course, that only works if other sellers actually follow through and use the correct procedure to cancel for nonpayment to get their fees back, which would prevent either party from leaving feedback.
