I purchased a Vevor chiller on Nov 27th 2024 for $798.00. Order number:05-12382-83191. It was supposed to have a one year warranty. We completed construction last week and installed the chiller, and it doesn't chill. The repair tech said the unit is sealed and he can't recharge it without adding 2 new taps $25.00 each = $50.00, 3 lbs of coolant, $50.00 lb = $150.00 plus his labor 2.5 hours for $187.00, leaving a total of $387.00. I have asked the Manufacturer/Seller to refund or replace. I have tried multiple times to resolve the issue with the seller but they keep making ridiculous offers from $30.00 to $180.00. What can I do to resolve this issue?

eBay's Money Back Guarantee is only for 30 days from receipt so you will have to pursue a refund or return via PayPal or a credit card depending on how you funded the purchase.
Unless a Seller is a registered Dealer - Distributor for a manufacturer and is responsible for warranties the manufacturer has to cover that. However, they may only do that if the item was purchased from one of their Dealers. We see this a lot on eBay, Sellers offering warranties that they can't support or have no intention of supporting.

Wow, The seller and manufacturer are one and the same. I always thought eBay was a safe bet. Now I know otherwise. I guess it's Amazon for me from now on.

It is no different on Amazon. Same rules apply there.

We purchased it back in November so the plumber knew what to rough-in. Construction was completed under 120 days. Then we installed it for the first time and it didn't work. When the shipper delivered it, it was upside down and we reported that to the seller . They did not respond then, so we assumed it would be okay.

This is not something that eBay is going to be able to help you with.
If there was a problem when it was delivered, you have 30 days to report this.
If it is a problem with the company not following through with their warranty, you have two choices.
Take up the issue with your payment processor. If you paid with a credit card, discuss filing a claim with them.
Or
Take up the issue with the courts.
It sounds like the company is communicating with you, but is not agreeing to your proposals. Perhaps it is time to give them an ultimatum?
