Can a seller raise the Buy It Now price AFTER I made an offer? He raised it more than $30.00! And did not respond to my offer yet.

Of course.  Why not?  You did not agree to buy the item for the BIN price and he did not agree to sell it to you for less, so of course he can change the price.

A Best Offer is for a specific amount, not for some percentage of the BIN price.  The BIN price is irrelevant to the BO price and can be raised or lowered at the seller's discretion.
