Ebay has a 30-day Money Back Guarantee for Buyer Purchase Protection. Once it is one day past the estimated delivery date in the Order Details, you can go to your Purchase History and open a refund request for Item Not Received. The Seller must provide either a valid tracking number showing your package is about to be delivered or a full refund.
This Guarantee is only good for 30 days from payment, so be sure to follow up on time to get a refund.
