eBay says  I get 250 free listings a month but I never have listed that many but I have run out 3 times before month was over. Yesterday they said I have 39 left, I listed 3 items yesterday and today I have zero left. How does that work? I think I am missing something here

You currently have 346 fixed price listings active.  Fixed price (Buy It Now) are GTC-Good Til Cancelled.  They are basically 30 day listings that automatically renew at the end of 30 days.  They are counted against the 250 that are included each month.  You are charged 35¢ for each listing that exceeds 250 for the month.

You may want to consider a basic store subscription.
