I'm curious as to if I can accept payment through PayPal ONLY to avoid the eBay delay from using their payment methods? That is, if a buyer pays through PayPal then the funds should go directly to my account and eBay should not be able to hold the payment, right?
It's purely an academic question, but I would like to know since I'm not a lawyer and don't play one on TV.

NO. Paypal is no longer the seller payment processor for Ebay.
In order to sell on Ebay, you must use Ebay Managed Payments.

I ask in part because of a purchase recently made where the payment page came up with PayPal pre-selected for the payment method, and maybe - don't remember for sure - no other options to pay this seller. Is that possible, even if paying via PayPal still routes through eBay managed payments?

Buyers can pay through whatever method is shown on the listing page.
Sellers get paid through Ebay regardless of the payment method the buyer uses.
