Leaving Feedback for a Seller that cancelled my order for no good reason

Why can't I leave feedback for a seller that cancelled my order for no good reason and refunded my money ?

Sometime you can - try going to your own feedback page, then click leave feedback at the bottom of the page.  Cancelled orders usually show up there.
