Items received damaged and not as advertised

Hello - I purchased an advertised set of 8 glasses. I received 6 glasses, one was shattered. The seller is silent about the 2 missing glasses. After contacting ebay, they only offer a minimal refund. So I have paid for an incomplete order - 2 missing glasses and 1 damaged. How do I to receive a reasonable partial refund? How can a seller only send part of an order and expect full payment? A quarter of shipment is missing! Do I cancel payment? Put review on seller?

Ebay cannot force the seller to give you a partial refund.

You can file a Return Request in order to receive a full refund.
