Item not received , it’s been 90 days payment made to seller

Contacted to FedEx they are saying that consignment has been returned to seller as seller quoted that payment refunded to buyer neither I have received payment nor the item. Trying to send a message to seller but messages are not delivering Prior to this appealed to Ebay but They have replied refund can’t be made. Please advice what should I do now. Thanks
