I won an auction for a set of rims. The item was promptly paid for and then I see the seller relist the item twice now and still has my money and won't respond. I have reported the seller to Ebay and filed a complaint but the seller continues to relist the items and won't ship or respond. Ebay won't do anything about it and won't help.

You should only have to wait a few more days to open a not received dispute.
After the last estimated day for delivery has passed, go to your purchase history. Select I didn’t receive it under more actions and follow the prompts.
The seller has 3 business days to respond, to either provide tracking that shows delivery or to send you a refund. If he doesn't send a refund and you still don't have your item, go to your case and click 'ask us to step in’.
