Issues with international shipping?

I've shipped items to many countries in the past without problems. But recently one of my regular customers who lives in Spain couldn't get his item because of prohibited items , or sanctions , or what ever reason that they never disclosed. Granted , the item was returned to me and I refunded the customer , I would just like to know why it couldn't be shipped? I've shipped to Spain for years , but now it's a problem? Anyone else have this issue?

@stevswai-0   There can be changes in a countries import laws OR items that should have been blocked may have slipped through before.

All you can do is check the Spain Import restrictions.
