Is it permissible to message other eBay sellers to promote my items in bulk price to them

As a seller, I’m considering sending promotional messages to other sellers on the eBay platform, offering my products in bulk at a lower price. Would this be against eBay's policies, or is this type of marketing allowed?

You cannot do that.

Per Ebay:

Spam, or unsolicited marketing email, is not allowed on eBay.

"Spam" is an email (or part of an email) that is both unsolicited (the person who received it didn't request it) and commercial in nature (discussing buying, selling or trading of goods or services).

Sellers can't:

• Send other members emails that are not directly related to a purchase or sale on eBay
• Contact other members to make offers to buy or sell items outside of eBay, or use information obtained on eBay to solicit sales outside of eBay
• Send emails to other members that are unsolicited and commercial in nature
